Open a file with a black background

Open a patterned layer corner and select the color white. also set the size, eg 500 px.

Open a layer again, put it at a different angle. Can use the option Flip X and Flip Y in the Brushes panel. 

Add outer glow on the first layer by clicking the add a layer style and choose the option outer glow

 In the layer style box, select the yellow light, slide the slider size to 35 px.

Do the same on the second layer, drag the slider size to 15 px only.

Add a text, your name or names skul.

Save with the extension jpg, make that wallpaper on your computer.
